The cornerstone of local self-governance through public participation

What is a Grama Sabha?

All persons whose names are included in the electoral roll of a village within the jurisdiction of a Grama Panchayat collectively constitute the Grama Sabha of that village.

Grama Sabha / Ward Sabha Member

Every voter in a ward is a member of the Grama Sabha or Ward Sabha of that ward.

Convener

Ward members and ward councillors serve as the conveners of the Grama Sabhas and Ward Sabhas respectively. In special circumstances, an alternate member may be appointed.

Chairperson

The President of the Grama Panchayat presides over Grama Sabha meetings, while the Municipal Chairperson presides over Ward Sabha meetings. In their absence, designated officials may assume the responsibility.

Convening Meetings

The responsibility for convening and conducting Grama Sabha or Ward Sabha meetings rests with the convener.

Quorum

The quorum for a Grama Sabha or Ward Sabha meeting is 10% of the total number of voters. If a meeting is adjourned due to lack of quorum, the reconvened meeting shall have a quorum of 50 members.

Right to Request a Special Meeting

If not less than 10% of the voters in a ward submit a written request, the convener shall convene a special meeting within 15 days.

Coordinator

An official designated by the Grama Panchayat or Municipality shall function as the coordinator and assist the convener.

Questions and Suggestions

Members have the right to submit questions and suggestions in writing before or during the meeting.

Resolutions

Resolutions on matters within the jurisdiction of the Grama Sabha or Ward Sabha may be passed by majority vote.

Powers and Responsibilities of the Grama Sabha / Ward Sabha

A. Planning and Implementation of Development Projects

  • Assist in collecting information required for formulating development projects.
  • Prepare proposals and determine priorities for development projects and programmes to be implemented.
  • Review draft projects and establish an order of priority.
  • Provide and mobilize voluntary service, financial assistance, and material support.

B. Public Utility Projects

  • Recommend locations for installing streetlights.
  • Identify suitable locations for public water taps, public wells, and sanitation facilities.
  • Suggest irrigation facilities and other public utility projects.

C. Public Works and Maintenance

  • Obtain information regarding estimates and expenditure details of works completed or proposed within the area.
  • Monitor and support beneficiary committees implementing development programmes.
  • Collect detailed information about works proposed to be undertaken in the area.
