The Jagratha Samithi (Vigilance Committee) is one of the most important statutory mechanisms functioning in Gram Panchayats across Kerala to ensure the safety of women and children and to prevent violence and abuse against them.

📖 About the Jagratha Samithi

In accordance with the Kerala Panchayat Raj Act and the directives of the Kerala Women's Commission, Jagratha Samithis have been constituted in all Local Self Government Institutions. Their primary objectives are to ensure the safety of women and children, protect their rights, provide legal assistance, and promote public awareness.

📌 Note

In addition to the Panchayat-level committee, Ward-level Jagratha Samithis function in every ward under the leadership of the respective Ward Member.

Key Responsibilities and Powers

⚖ Complaint Redressal

Receive and facilitate the resolution of complaints related to dowry harassment, domestic violence, outraging the modesty of women, denial of freedom of movement, workplace exploitation, and similar issues through mediation or legal intervention.

👩‍⚖ Legal Assistance

Ensure free legal aid and counselling for women and children who are victims of violence or abuse.

🚔 Case Referral

Refer serious cases beyond the committee's jurisdiction to the Police, Courts, or the Kerala Women's Commission for further action.

📚 Awareness Programmes

Organize awareness programmes in every ward on the rights of women and children and on relevant laws and legal protections.

🛡 Prevention of Violence

Work to prevent child marriage, female foeticide, substance abuse affecting children, human trafficking, and other forms of violence against women and children.

🌟 Importance of the Jagratha Samithi

The Jagratha Samithi is a free, quasi-judicial mechanism that enables women, especially those who are hesitant to approach the Police or Courts, to report their grievances without fear. The committee generally meets once every month to review complaints received and initiate appropriate follow-up action.
