The basic structure and responsibilities of the Gramasabha
What is a Gramasabha?
The Gramasabha of a village consists of all persons whose names are included in the electoral rolls pertaining to a village comprised within the area of a village panchayat.
Gramasabha / Ward Sabha Member
A voter in a ward is a member of the Gramasabha or Ward Sabha of that ward.
Convener
Ward members and ward councillors are the conveners of Gramasabhas and Ward Sabhas respectively. Substitutes can be appointed in necessary circumstances.
Chairperson
The Village Panchayat President presides over the Gramasabha and the Municipal Chairperson presides over the Ward Sabha. Responsibilities can be delegated to other authorities in their absence.

From calling a meeting to public participation
Convening a Meeting
The responsibility of convening the meeting of the Gramasabha or Ward Sabha rests with the convener.
Quorum
The quorum shall be 10% of the total voters. When an adjourned meeting is reconvened due to lack of quorum, the quorum shall be 50 members.
Right to Special Meeting
If at least 10% of the voters in a ward submit a requisition in writing, a special meeting must be convened within 15 days.
Coordinator
An officer appointed by the village panchayat or municipality shall act as the coordinator and assist the convener.

Questions, suggestions, and democratic decisions
Questions and Suggestions
Members have the right to submit written questions and suggestions either before or during the meeting.
Resolutions
Resolutions may be passed by a majority on subjects falling within the jurisdiction of the Gramasabha or Ward Sabha.

Project Planning and Implementation
- Assist in data collection necessary for formulating development plans.
- Prepare proposals for development programs and projects to be implemented and fix priorities.
- Review draft projects and determine priority order.
- Provide and mobilize voluntary service, financial assistance, and material assistance.
Public Amenity Projects
- Suggest locations for installing street lights.
- Determine locations for public water supply taps, public wells, and sanitation facilities.
- Suggest other public utility projects including irrigation facilities.
Public Works
- Know the estimates and expenditure details of works implemented or proposed to be implemented.
- Monitor and assist the activities of beneficiary committees.
- Gather detailed information on works intended to be implemented in the area.
