01 • Legal Basis
Why is a License Necessary?
Provisions related to licenses for keeping and possessing dogs are based on the Kerala Panchayat Raj Act and allied rules.
🏛️ Kerala Panchayat Raj Rules
Based on the Kerala Panchayat Raj Act, 1994, the Kerala Panchayat Raj (Licensing of Pigs and Dogs) Rules, 1998 are in force.
📌 Please Note
According to Rule 4 of the 1998 Rules, where a license is required by the decision of the panchayat, application for the license must be made within one month after acquiring the dog.
🐾 Key Information
Details such as the dog's age, color, and breed must be provided in the license application.
💉 Rabies Vaccination
A rabies vaccination certificate issued by a veterinary surgeon is required.
02 • Statutory Compliance
Applicable Fine If No License
According to Rule 5 of the 1998 Rules, there is a penalty provision for keeping a dog without a license.
Keeping Without a License
A fine of up to ₹250 in the event the court adjudges guilty.
Continuing Offense
If the offense continues, a fine of up to ₹50 per day is stipulated.

Upload the required documents and pay the available online application fee.

Owner's Identity Proof
Valid identity proof and address proof of the pet owner.
Rabies Vaccination Certificate
Valid rabies vaccination certificate issued by a licensed veterinary doctor / veterinary surgeon.
