A — Essential Duties 27 Major Essential Duties
Essential Duties
- Regulate building construction.
- Protect public spaces from encroachment.
- Protect traditional drinking water sources.
- Protect ponds and other water reservoirs.
- Safeguard waterways and canals under the jurisdiction of the Grama Panchayat.
- Collect and dispose of solid waste, and remove and manage liquid waste.
- Drain out storm water caused by heavy rains.
- Protect and maintain environmental health.
- Maintain public markets.
- Control vectors of communicable diseases.
- Regulate the slaughter of animals, and the sale of meat, fish, and other perishable food items.
- Regulate eating establishments and restaurants.
- Prevent food adulteration (no licensing issued as per government decision).
- Protect roads and other public properties.
- Light and maintain streetlights.
- Take preventive health and immunization measures.
- Effectively implement national and state-level strategies and programs for disease prevention and control.
- Establish and protect burial grounds and crematoria.
- Issue licenses for dangerous and offensive trades.
- Register births and deaths.
- Establish bathing ghats and washing ghats.
- Arrange ferry services.
- Provide parking stands for vehicles.
- Construct waiting shelters for passengers.
- Regulate the conduct of fairs and festivals.
- Issue licenses for pet dogs and eliminate stray dogs.
- Perform other legal duties related to the above public duties.

General Duties
- Collect necessary statistical data and keep it updated.
- Organize self-help groups and participate in collective activities.
- Create awareness against social evils such as alcoholism, drug abuse, dowry, and harassment of women and children.
- Ensure maximum public participation at all stages of development.
- Organize relief operations during natural calamities.
- Create environmental awareness and encourage local action programs for its improvement.
- Create cleanliness awareness and encourage local action programs for its improvement.
- Develop the cooperative sector.
- Improve communal harmony.
- Mobilize local resources in cash or kind, including the voluntary surrender of land for developmental needs.
- Promote legal awareness among vulnerable sections.
- Campaign against economic offenses.
- Form neighborhood groups (Ayalkoottams) and self-help groups focusing on the poor.
- Create awareness against gossip and slander.

1. Mahatma Gandhi National Rural Employment Guarantee Scheme
The National Rural Employment Guarantee Scheme came into existence on 5 September 2005 with the objective of providing at least 100 days of employment in a financial year (maximum 150 days) to a family in a rural area having unskilled workers willing to work, thereby improving their quality of life.
